Outcome
Research and innovation ministers met in Dublin on 20–21 July 2026, chaired by Ireland's James Lawless, with the Commission and selected associated countries present. Three threads: how research and innovation serve the One Europe, One Market Roadmap — the institutions' answer to the Letta and Draghi reports; the 'Fifth Freedom', meaning free movement of research, innovation and knowledge across the Union; and whether Europe's existing research-driven innovation supports add up to a coherent portfolio. Ministers were asked which actions are most urgently needed to build a single, borderless market for research.
