General Affairs Council: September 2026
Why it matters
Ministers will set the EU's legislative agenda for 2027 and frame the October European Council's priorities, including the next long-term budget (MFF 2028–2034); rule-of-law assessments of four Balkan candidates will shape enlargement conditionality and sequencing.

- Whether leaders converge on decisions, conclusions or mandates that bind later Council and Commission work.
- Language on Ukraine, Russia, enlargement, China, trade, energy security, defence capacity and budget priorities.
- Ukraine, Russia and sanctions language that shifts EU unity or implementation burdens.
- Defence-industrial, military-aid or NATO coordination signals that affect European security capacity.
- Migration, Schengen, border-security or rule-of-law positions that can alter EU internal bargaining.
Outcome
The Council held a policy debate on the next MFF 2028-2034, started preparations for the October European Council and held an exchange of views on legislative programming for 2027. Ministers held a horizontal discussion on general developments related to the rule of law situation in the EU and exchanged views on the general trend of rule of law in selected candidate countries.
