European Council: October 2026
Why it matters
EU leaders meet in Brussels on competitiveness, Ukraine, the 2028-2034 budget, the Middle East, defence and security, migration, and enlargement and the reforms it needs. Their conclusions set the instructions that ministers and the Commission work to for the rest of the year, and this is the last regular summit before the Irish Presidency’s December target for a budget deal. China trade is also in play: Handelsblatt reported on 5 October that Germany and France want the Commission given fast-track powers to expel Chinese companies from the single market, as a deterrent in case China answers EU protection for European industry with a ban on exporting critical raw materials. A senior official told the paper the Commission would present the instrument after this summit.
What to watch
- Whether the conclusions on the 2028-2034 budget narrow the dispute or push it to December.
- New commitments on Ukraine: money, military support, sanctions.
- Enlargement wording for Ukraine, Moldova and Montenegro, and on reforming the EU before it enlarges.
- Whether leaders back the Franco-German call for powers to expel Chinese companies from the single market, and what they ask the Commission to bring forward.
