Lower Saxony state election
Why it matters
Eight million people, six Bundesrat votes and the state that co-owns Volkswagen, so the election is a referendum on the car industry’s transition, EU CO2 rules and the Volkswagen capacity cuts of the past two years. It is the last big state vote of 2027 and, with North Rhine-Westphalia, decides whether the federal coalition or the opposition controls the two largest Bundesrat blocs.

- Whether the SPD–Green government survives the Volkswagen restructuring in its home state.
- Car-industry, EU CO2-fleet and China-competition themes in the campaign.
- Offshore wind, hydrogen and grid build-out as the state’s energy stake.
- Lower Saxony casts 6 of the Bundesrat’s 69 votes: whether the new coalition is aligned with, or abstains against, the federal government on consent laws.
